The Challenge

The East Neuk Lobster Hatchery group had a strong vision: to establish a lobster hatchery in Anstruther that would support local fisheries, marine restoration, and community engagement.

However, they were starting without aquaculture experience and needed clarity on whether the idea was genuinely viable.

Key questions included:

  • What legal and regulatory frameworks apply to lobster hatcheries?

  • What permissions would be required, and from whom?

  • How much would it realistically cost to set up and run a hatchery?

  • What staffing model would be needed?

  • Could the hatchery generate income through education or other activities?

  • Would the local community, particularly fishermen, support the project?

  • Would the proposed location be acceptable to the public and planners?

  • What type of hatchery system would work best for their site and budget?

They needed a holistic, evidence-based assessment to decide whether to proceed — and if so, how.
